Flink service is not reliable

Description

The Flink service executes the start-cluster.sh which starts 2 processes, one for the Flink itself and the second for the cluster. When the Flink process somehow went down but the cluster process is still up, the service doesn't recognize it.

Solved by adding 2 separated services to Flink - for tasks and for jobs
