Improved the PU resource upload REST call to include the resource URL in the response body

Currently the response body of the PU resource upload REST call is empty,
For the Kubernetes Testing Framework and general we want to change this behavior so the response body or header so it will include a URL to the upload resource so we can use it for installing a PU charts and etc
