Insightedge CLI command fails to start Spark master and Spark worker when XAP_MANAGER_SERVERS is not configured

Description

When executing "insightedge host run-agent --spark-master" or --spark-worker and XAP_MANAGER_SERVERS environment variable is not defined, then a SparkException is thrown with the following message: "Invalid master URL: spark://" followed by "java.net.URISyntaxException: Expected authority at index 8: spark://".
