Fixed scripts (build-jdbc-client.cmd/sh) that build the JDBC client uber-jar (insightedge-jdbc-client.jar)

script build-jdbc-client.sh/cmd package an uber jar of insightedge jdbc dependencies. These scripts fail in maven > 3.5.0. This fix removes dependency on maven version
